Definitely woody.

It's not always post-mortem erection. There were several doctors' reports during the centuries when the UK had the gallows that some men ejaculated as they hanged, and it was well known that short-drop or standard-drop hanging sometimes gave the prisoner a hard-on. It was estimated in about 30% of cases. It was part of the reason people watched public executions: "Marrying the hempen [ie rope] maiden" was one historical description of a hanging.

There's a video of a hanging in Afghanistan where, as the still-alive hanging guy's body twists round, you can see briefly that he has a massive hard-on under his clothes. Also there's a photo of a Libyan hanging, which was broadcast on local TV there some years ago, which shows two damp patches on the prisoner's crotch: one stain where he has pissed himself, and another smaller when higher up where he has clearly ejaculated.
