Do they make a living recovering drowning victims? I wonder if its like picking up beer cans for recycling. Do you suppose they get paid by the poundage of dead guys they bring in?

I too was wondering why they were handcuffed. Must be prisoners for some reason. Guess thats one way to get some one to do the dirty work.
