I think the movie is Deadly Desire... I'm not sure though. That guy actually did not die after she strangled him... but the real killer (husband) was there, as soon as that guy gained consciousness, the husband grabbed the ligature and strangled him again, this time killing him. And he made sure he was really dead by adding more pressure and strangling him longer!
