It's hard to say where is actually totally safe--probably nowhere. One of the latest things I've been hearing about is intraplate quakes--ones that happen in the middle of a tectonic plate. That's where they used to say it was safest, but maybe not.

I suspect that the intraplate sections is where the stress naturally builds up and stores and also due to the land not healing after it threatened to rip apart like the New Madrid area.
