the police is still there, as you can in the begining of the video, when you the trouser and the boots of the policeman. they are waiting for the ambulance. In many videos of brasil, you can see the people only watching at the victim, not helping him. Brasil citizens seems to be very cold people with no heart for others.

The cruel people were the shooters. They usually pump several bullets into the guy to make sure he is dead. Smart ones won't leave until there is at least one bullet in the face or the head, and that makes it a lot easier on everyone. Here, this was just torture for the kid.
