Just posting for all the doubters - even if this case was fake, which I doubt, guys do this and many post it online. There's a whole community of people who split and amputate parts of their penis or even their whole dicks, or who do that to their balls. Extreme Body Mods community originally introduced this madness to me.
The reason the guy can just cut it off without bleeding or fainting is that he's tied it very tight and caused the bloodflow to halt. Feel disappears as well, so when he's cutting the part off, he's not feeling much if anything at all. It can be done to pretty much any portion of your body that can be cut off from circulation by tying, dicks are comparably easy to remove that way.
