Close but not yet. He is still making shallow breathing movements every two minutes.

Without a doubt, he is in a very serious state. That's pretty much the body's last protective reflex before he stops breathing entirely. Its odd that the authorities will stand around making a video of him, but are not rendering assistance. I wonder if they intend to let him die.
