The guy appears to have fallen on the high voltage line which would have killed him instantly. But, since his neck was resting on the wire, it arced creating a hot plasma that blasted though his flesh like an arc welder through sheet metal. I suspect he was barefoot which provided a path to ground for the current. I bet he went out with a sizzle. His feet are probably well cooked also.
