I know nothing about the dead guy or what is happening to him. It is clear that he has been prepped for a funeral, and judging by the breathing of that morgue attendant as he is stroking the deceased's face, he is a necro gagging for private time with his new friend.

Of course they are necros, anyone who works in a morgue is a necro, it's common knowledge. A "normal" person wouldn't dream of such a job.
