I reckon. Sometimes happens with hangings - if the noose or garotte is tight enough to close the jugular vein but not the artery (arteries are much stronger than veins, and pressurised), the blood is still going to the head but can't get out - so the blood pressure goes up, and that can cause nosebleeds or even other bleeds. Same reason the tongue swells during a slow hanging.
