The guy on top, trying to do the recovery work all by himself, looks, from his casual lack of clothing, to be a brave bystander from the usually worthless crowd of gawkers. BLESS HIS HEART! Bodies are difficult enough to move when they are limp (dead weight). I suppose when you fill them with water they are just that much heavier.
