Post-mortem decapitation by domestic dogs

All heads were taken by German shepherd dogs.

I don't understand why the dogs would have zeroed in on the heads. If these were dogs who found themselves alone with their dead owners, and the dogs were hungry, wouldn't the other parts of the corpses have provided more meat?
