That depends on your definition of "shoes". You will find that the natives usually wear FLIP-FLOPS, but when they are rich, or want to dress up, they'll put on sneakers. If you see a body with bare feet, it may be because someone has stolen the footwear right off them. It may also be because the deceased was one of the shoeless masses (yearning to be free). I don't think shoes are particularly popular in Latin America. If it weren't so cold where I live, I'd go barefoot too.
