I would suggest suicide. He deliberately climbed up there and he pretty much had to bend over and put his neck on a hot line. It's an oil filled step up transformer with two hot and one neutral wire. I suppose he might have been stupid enough to try to steal the copper wire. But, you would usually see an arm cooked. The voltage appears to have exited through his leg.
