I am assuming using snipers is a dispersal tactic?
 
Aye would think so - would paralyse a civilian crowd through fear and they don't have the means or training to deal with them Assad does it too Of course if it gets the rebels more recruits than the snipers can handle the next escalation is Amritsar style machine gunning
 
I do not think using snipers and unintentionally killing Demonstrators (eg cross fire and ie, someone running into the snipers scope when that bullet was meant for the Demonstrator throwing a second Molotov cocktail at the Riot Police) is un-Democratic act in itself due to in times of Martial Law these tactics would be more commonly use (please correct me if I am wrong, as I am a civilian and not trained in these matters, therefore only relying on my research and what I can piece together).

It can be deemed un-Decromatic if they use these tactics outside certain times eg, Martial Law.
On the other hand after so many warnings, surely the Riot Police are allowed to use a certain amount of force to protect themselves?

I am eager to know what other CDG members think about this.
 
Sniping is an aggression tactic designed to subdue civvies by scaring them Kill one - a hundred may run away Force protection would be shotguns or low calibre pistols / sub machine guns or non lethal weapons like CS gas , baton rounds , water cannon Snipers are used only by the worst types of government eg Syria
