Well, one of them he also killed 2 women and thats what got him busted. He was rather....promiscuous

Off the top of my head, they didn't really have any regulations about who could work with dead people. Now you have to be actually licensed to work as a funeral director when no such license was necessary before. I'm pretty sure they also didn't have a specific law against necrophilia, despite having laws about disturbing the peace of the dead. Now you can get 10 years if you're caught at it.
