It doesn't look like he was hit by a train. That would have made an unmistakable impression on his body. I can't imagine how his death came about or what it had to do with trains. At first, when I saw the thread title, I thought maybe "bad rate" would turn out to mean "bad rail" (i.e. electrified third rail), but this doesn't seem to be that kind of track.
