Bad Filipino guy found dead in Mansalay, Oriental Mindoro

He was found dead at around 8:50 AM on July 5, 2016. He is unidentified. Also, I am not sure if this is drug-related. He had tattoo. But, I don't understand what it means.

looks like they set fire to this dude...he has quite a few burnt areas on his body
