I hate to say it but Brazilians whether they are in uniform or a government bureaucrat always look like janitors dressed up. I just cannot take this country seriously. Most other South Americans don't seem so bad except for Venezuela, of course. Chavez always looks like a gorilla escaped from a zoo. Or as the Spanish proverb goes: aunque el mono se viste de seda, mono se queda.
