The movie is called Eraser (1996) the bad guy is James Caan and the young guy he kills is Danny Nucci

yeh hot kill but the movie is brilliant for cardiophiles, The bad guys have a railgun that shoots electric blasts to kill people but what turns me on so much is that the gun is Xray and can see the hearts beating in the bodies of the targets. It aims right for the pump and fires straight at it.. frying the shit out of it.
