Tagir was a member of the Caucasian Front organization, an islamist movement trying to establish their own muslim state inside the Russian Federation. They are part of a wider global jihadist front and are supported by Al-Qaeda.
The United States government has offered US$5 million for information leading to the capture of their president Dokka Umarov.
On October 7, 2007 Umarov proclaimed the establishment of a new nation called Islamic state of the Caucasus Emirate.
Umarov has claimed responsibility for humerous terrorist attacks on Russian civilians including the 2010 Moscow Metro bombings and the 2011 Domodedovo International Airport bombing. The attacks killed 40 and 36 civilians respectively, and injured hundreds.
According to reports in Russian media Umarov is currently in Syria on a mission by FSB aimed at showing the USA that Bashar must stay in power or terrorists like Umarov will take over.
