Those shots of looting remind me of Katrina. There were folk photographed back then who were floating major appliances out of big-box stores, very brazenly too. They were smart enough to realize that law enforcement had no time to apprehend and incarcerate them. There SHOULD be a policy in place (widely publicized) that in declared emergencies looters will be shot on sight, no questions asked...and it should be enforced!

And following China's lead, send the family a bill for the cost of the ammo.
