How does the rep system work?

Hi guys,

I really enjoy being a member of this site. But I can't figure out how the rep system works. Can I give other members + or - rep points? How? How did I get mine?

You can give users good or bad reputation but only from a forum post they make. Click the small star under their profile field in forum thread.
