There's limitations to the mail system of CDG. One can send to people who's mailboxes aren't full but they can't reply if your mailbox is full.

Yes, there are no such limitations to our elite members though.

That is correct, for Non-Elite members it is limited to 50 messages total in sent and received PM's, I did not know but I figured this out and you can download all of your messages to your computer, and erase every thing in your box. I had a Homer Simpson DUH moment a second ago.
