I don't know the procedure but doesn't the officers should shot him with taser gun or rubber bullets or smack him with baton than using real bullets? Also shouldn't they hit in not vital area first so that he didn't die?
I know it's hard if the officers got surprised attack like that but they should have prepared, what the training for?
