How is anyone anywhere supposed to know whether or not there is a live wire under the water before they put a foot down? Even the rescue people wouldn't know. Nobody could walk anyplace covered by water without risking death. Also, I didn't think you had to actually touch a live wire in order to die. I thought the electricity just being in the water was sufficient to kill everything in sight.

Anyway, poor Andrew -- he was a cutie pie. If the cat lived, it is probably suffering from survivor's guilt.
 
As the saying goes if it's not grounded it's not dead. never assume any electrical line is not live unless you have cut the power via the mains breaker box and grounded it.
 
Since most people would not know how to cut the power via the main breaker box and ground it (or even know what that means), it is imperative that everyone just STAY AWAY from water and electricity.
