It is from a Jörg Buttgereit Movie. A movie with in a movie "Gestapo Vera". The protagonists rent this video cassette and after watching it he shoots his wife. The scene ends when the guy frames the splatter of his girlfriend/wifes brain on the wall with an empty picture frame.

I think it is from Necromantik 2 and the actor might be Bernd Daktari Lorenz.
