This is the first time I've ever seen anything like this. Why would his arm and head have been sewn back on and his face repaired?

Probably requested by the family for his burial or maybe to help ID the guy. If the family also had to positively ID the man, it would be better for them to see him whole as to in pieces.

Thank you, thingsthatwere, for sharing your thoughts on this. I would rather think it was for ID purposes than for the comfort of the family. Even put back together, he'd be a terrible shock for the loved ones to see.
