College athlete run over by car

A college athlete who was lying on a road was run over by car in Chatham, MA. The alcohol and drugs assertion was added a few days later in news reporting. Maybe an autopsy was done? What loss on a New Year's Day.

What I don't understand is how does a driver not see a body lying on the road in front of them! I don't care if he was drunk, on drugs, whatever. It must have been obvious there was a human body on the road.
