The first guy looks like he was skate boarding and was cornered. He tried dodging the bullets, and so they had to shoot all over the place -- see the holes in the walls. But he had no where to run, poor guy, and they just kept shooting and shooting until he fell. the bullet in the left thigh probably felled him, and then they could just fire at will until he was dead.

At least he was pretty stylish -- love that colorful belt!
